There are some commands that are stated as to be followed from the Lord and yet other times Paul said many things that were culturally relevant and not to be taken as a doctrine that has to be followed. Another time Paul says, greet one another with a holy kiss. In some cultures that’s ok to greet them that way(on cheeks and with no lustful intent) but not in every culture.
There are few ways we can know if it’s something culturally relevant or otherwise.
1. That which is rooted in creation. (Eg: Marriage)
2. Those that are viewed across the Old and New Testaments(and the Epistles).
3. Those that are stated in regard with gospel necessities (Eg: Not worshiping idols)
Now this being the only mention and also the context is purely cultural as Jewish women were not allowed to go into the streets, or into any open and public place, unveiled. It was a Jewish law, that they should go out no where bare headed: yea, it was reckoned scandalous and ignominious to do so. Hence it is said , “that uncovering of the head is a reproach” to the daughters of Israel.
About whether we need to follow that:
If your conscience demands that you cover your head with a cloth then you should do it.
